Mayor Grove called the meeting to order at 7:00 p.m. Present were Mayor Grove; Council Members, Batcher, Lewis, TenEyck, and Ueckert. Also present: City Attorney Jeff Farnham, Interim City Administrator Dave Ptak, Cameron Gales, Clerk Christie Donnermeyer, Treasurer Lori Sorensen, Building Inspector Rune van den Boogaart, Public Works Superintendent Doug Eggen. Mayor Grove noted the location of the open meetings act, and stated one copy of all reproducible written material to be discussed at this meeting is available for examination or copying. Unanimously approved the agenda with removal of item no. 13. Dean Slader and Krista Lewis gave an update on the 48-State Tour. Unanimously approved the request to close 285th Cir south of Potter on Sept. 14, 2024 during the hours of 5:00 p.m. to 11:00 p.m. Unanimously approved Valley Landing ILOC Agreement. Unanimously passed and adopted Res. No. 2024-44 Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2024. Unanimously passed and adopted Res. No. 2024-49 to apply for federal assistance for installing new all-inclusive ADA accessible playground equipment at Valley City Park. Unanimously passed and adopted Ordinance 815 revising Chapter 2, Article VI of the City Code regarding nuisances. Directed Jim Olmsted of Olmsted and Perry to go back and ask Onyx for a better price on the new condensation blanket. Unanimously passed motion to approve change order no. 1 from Iowa Civil Contracting for the Meigs Stret Dowel Bar Retrofitting and Diamond Griding. Unanimously passed and adopted Res. No. 2024-45 app for payment no. 2 from Iowa Civil Contracting for Meigs Street Dowel Bara Retrofitting and Diamon Grinding project. Unanimously passed and adopted Res. No. 2024-46 app for payment no. 3 from Western Engineering Co for Maple Road and 270th St. and Ginger Woods overlay project. Unanimously passed motion to approve change order no. 1 from NL&L Concrete and adopted Res. No. 2024-46 app for payment no. 3 to Western Engineering Co for Stillwater Ph. 2 paving improvements. Unanimously passed and adopted Res. No. 2024-47 authorizing URB to disburse to NL&L Concrete $17,252.43 for contractor’s app for payment no. 3 Stillwater Ph 2 street paving and to the City of Valley for engineer fees in the amount of $2,978.23. Unanimously passed and adopted Res. No. 2024-48 app for payment no. 1 to Metro Driveway Replacement for FY24 concrete street repairs. Unanimously passed motion to award Valley Lakes Business Park sanitary sewer and water main project to NL&L Concrete. Updates were given on Ginger Cove Lift Station no. 3 and FY24 concrete street projects. City Attorney gave updates on reviewing PeopleService contract; TIF Committee meeting and TIF requests from Prominence Global, Valley Lakes Business Park and Flatwater Estates and various ongoing projects. Mayor Grove reported on the storm damage and cleanup; Disaster Declaration and tree debris dump stie. NOTICE OF PUBLIC HEARING

PLANNING COMMISSION

CITY OF VALLEY, NEBRASKA

PUBLIC NOTICE is hereby given by the Chairman of the Planning Commission of the City of Valley, Nebraska that a public hearing will be held on Tuesday, September 17, 2024, at 4:30 p.m., at Valley City Hall, 203 North Spruce Street, Valley, Nebraska. The purpose of the hearing is to obtain public comment prior to the Planning Commission’s review of a Substandard and Blight Study. The Planning Commission shall review the Substandard and Blight Study and make a recommendation as to whether such redevelopment project area is substandard and blighted.

All interested parties shall be afforded a reasonable opportunity to express their views at the public hearing regarding the Substandard and Blight Study and the proposed substandard and blight designation, A copy of the Substandard and Blight Study, including a map showing the area covered by the Substandard and Blight Study, is available at Valley City Hall.
